He also inherited the position of Steward of Gondor from his father. •Éomer became the King of Rohan after Théoden died. •Gimli and Legolas fulfilled their promise to travel to beautiful places in Middle-earth. Gimli was the first Dwarf to visit the Undying Lands. •Pippin settled down in the Shire, married, had a son, and became the Thain. But Dune argues against that. Saying it just attracts corrupt people. So makes sense why he wouldn’t like it since it went against his philosophy

He was jealous of Gandalf before they came to middle earth and Gandalf receiving one of the 3 Elven rings probably didn't help that. When he learned of Sauron returning he grew greedy and power hungry. Also Sauron does have a physical form, it's just inside the tower. Gollum mentions that he was tortured by Sauron and he only has 4 fingers on the black hand.

He was never meant to come back, if you would like to “see” him per se you would have to read since most of the stuff involving him in a more actual physical form is only in the silmarillion. That is the only media that covers this universe in both the first and second ages. It will also give you infinitely more context on stuff like what Gandalf is, what Galadriel is, explaining Sauron and how he isn’t even technically the “big bad”.
