In both movies they have to fight him with suppressors, we see them hit him with tranq-darts in wolverine V hulk and then the lightning that thor used was really the only time he got a leg up in the fight. The scaling still makes sense because the ones who are able to put up a fight aare consistently top 1's. In this movie it was Sif, Thor, Loki and in the other movie it was deadpool, sabertooth, omega, deathstrike, and wolverine. We know wolverine is the best out of all of them and thats's mostly due to his healing factor, a healing factor that allows him to come back after the meat has been cleaned from his skeleton.

A fight between the comic Hulk and Thor would destroy any world they are in; plus, the comic Hulk has a healing factor on par with Wolverine and Deadpool, if not better. Stop thinking the MCU is an accurate portrayal of the comics because it's not.
