That's not the first time she's said that, in WandaVision she also told her mom she couldn't control it when they tried to kill her and when they blast her with their magic and she starts taking their magic she looks surprised at first. She even told Lilia that she can't take their magic unless they blast her with it. I think she genuinely can't control that ability, you blast her and the ability automatically takes over. She's been painted as a villain her whole life because of her magic stealing ability so she chooses to play the villain that everyone claims she is. Once she saw that Wiccan sees her as a monster she decided "fine, I'll be a monster then" so she started playing it up. She uses the villain persona as a coping mechanism

I think he's been playing them the whole time cuz he's there to get his mom back and to get revenge on Agatha for the bullshit she did in WandaVision. I think he's he same Wiccan from WV and when the Hex came down and his body disappeared his soul escaped and entered another body. In the comics Wiccans soul enters the body of a boy named Billy Kaplan so he's raised by the Kaplans but his soul is still Wanda's son. I think he's known all along that's he's Wanda's son and that's why he wanted to do the witches road cuz if you survive the road you get whatever you want, he wants Wanda back.
