YEs the fact that ppl walk around with D. in their name is a self report to the elders. we saw that Law was specifically told that his full name Trafalgar D water Law was a secret so its possible that most D. keep it a secret. and Imu kinda said this episode that people dont even know what the D in their name means so if the elders took action on the D. then it would be bringing attention to something that is already essentially lost to time.
