John started the beef, Tommy found out and had a chance to stop it but instead he backed John and told Arthur/John to burn the pubs on a power trip, which escalated tensions. Awful leadership to push blame onto someone else when it's ultimately your call; none of this would have happened if Tommy listened to Arthur and calmed tensions down, these tensions are also responsible for getting Grace killed. The only real argument you can make is that they should have killed the teacher/wife too, which I guess is true but that at that point you're mad at someone for doing a decent act and this already comes after Grace dies because you pull the pub arson shit. All it comes down to is that Tommy had the final call and if he behaved appropriately, John and Grace would both be alive.
