Not only that but they are in a classy restaurant in a private room. Thats why hughes shoos the waiter away, they are talking in private. Many meetings were done in a neutral public setting to ensure safety. He cant just straight up shoot a priest in a public setting. That would not go well for anyones mission at that table.
