Flash has 15+ rogues and 98% of them couldn't bust a paper plate or outrun a bycicle. These are the guys that make up the majority of his encounters in his comics and he routinely struggles with them.

The Flash is really one of those characters that are constantly nerfed for the plot of the story he's so OP like Iceman, the Hulk, or Superman. One moment he is faster than INSTANT Teleportation, The Flash perceives reality in super slow motion so he really can't be surprised, he can casually time-travel he's so fast, and he has an INFINITE MASS PUNCH because of E=mc^2....basically he can hit someone with the relative mass of a white dwarf star. But for the sake of plot, he is constantly being trapped or hit with a ray gun of some kind and he can get hit by BATMAN.

Favorite moment of all time with flash is when Superman thought they were the same speed because they had couple of races for charity and Superman won some but Flash humbled him by saying " Clark that was all for charity" and he zooms away. Other one is when Superman couldn't stop a nuke from blowing up in a city and Flash saved everyone in the city as soon as the nuke blew up
