luffy has a very wide imagination so it can go outside of the limits of rubber and an example for that is he is able to do things like red hawk, rubber is just the base of his powers. like i said his power will literally go as far as his imagination goes as for if someone with a poor imagination were to have eaten the fruit it would only have stretching because they lack the mindset needed for the power to be used at its full extent.
