I was never really on the train of shanks planning luffy to eat it and always on the train the fruit chose luffy but now idk could be shanks knew he wasn't right for it and tested fate by putting it near luffy seeing if he could eat it or not since the fruit actively evades the hands of people who shouldn't eat it shanks would maybe place it open by luffy and if he eats it he's the one and if luffy didn't notice the food infront of him it could of only meant the fruit evaded his sights and he wasn't the one kinda crazy to think about since he should of had it for atleast a year or two and did nothing with it till then and it's not like he always brought it to the bar either to guard it or some shit that's legit the first time we see the fruit there when luffy eats it
