I feel like this is always the topic for Rouge inflation. It's kinda funny how much of a trope it is... but if it ain't broke....
I don't remember if I've ever actually drawn Rouge before, but I have always liked her. I was definitely one of those kids who would make her jiggle at the screen in SA2 and I've loved her ever since XD.
