He intentionally left it mysterious as to why the Birds acted out this way and why there was no firm ending or firm resolution. He felt it was scarier to have people live through the terror of the situation without any answers. He didn't like "world building" and instead focused on telling a single story through cinema. It was a different way of making a film back in the day. In his mind, if you have to explain everything, it distracts from the plot.
