Keep in mind, Ashleigh... Dawn is 15 and heavily traumatized. Do I think she's annoying in this season... absolutely. It's very clear the writers weren't sure what to do with her after the conclusion of the Glory/Key storyline and scrambled for something that would jive with the theme of Season 6, which is incidentally "Oh, Grow Up."
And that's really the problem not just with Dawn but with a few different elements of this season that don't really work for a lot of people. It's not that they're written unrealistically; it's that sometimes realism isn't particularly fun to watch. Dawn is acting pretty much exactly how a 15-year-old in her circumstances would... but to someone who's already sorted out their shit and has a fully developed brain, it can be a little frustrating and annoying from the outside. What can I say? The writers really should have gone with something more interesting than "broody klepto."
As for how Halfrek and Spike know each other, Kali Rocha also played Cecily Adams, the young woman that William (Spike) was infatuated with back in Season 5's "Fool for Love." Were Halfrek and Cecily the same person or was just a clever meta joke? We'll leave that up in the air for now.
