The three writers, which is rare to have three writers credited, had to come up with something on the fly cause they were not quite ready to get back to the overarching story of the season. I believe it was an interview with David Fury who said that they got together on how to follow up on the Hush epsiode and were allegedly hung over. They admit the episode had a lot of problems but were running out of time. They just tried to pump a lot of humor into it hoping it's still be entertaining nonetheless.
