In my opinion, Matsumoto is an underated character which I think is so interesting since Toshiro is one of the really popular Bleach characters. It wasn't mentioned in the anime but the manga Revealed that Gin is actually a prodigy like Toshiro and he actually graduated the soul reaper academy in a year while he was still a child so tbh I think he could've masterminded this conspiracy by himself. Also I'm not sure if you remember but Ishida lost his powers from removing his Glove like 15 episodes ago.
