Just like in the last movie, the villain in this one wasn't out for world domination. Even though Scaramanga was an assassin for hire, in the end, all he wanted to do was sell cheap solar power to the highest bidder. Sure, he murdered his way into controlling the company, but that happens all the time in the business world, doesn't it?
