It was aired at a time when Fox changed programming directors, and the *last* thing the new guy wanted was for a show his predecessor picked to do well. So they kept bouncing it all over the map, different days, different times, to ensure it failed. The language is Chinese. In the 'Verse, everyone speaks Chinese, and only some speak other languages from Earth-that-Was like English. The original airing had no voice-overs at the beginning. It was added to help people randomly finding the show understand what was going on. The series leaves with a lot of unanswered questions, so I think they were trying to fill that gap a bit.
