Mr. Mall Cop just happened to be in the store she was Lifting from and caught her in the act. As for banning her, he initially was going to let her go with a warning because he understands why a lot of petty thievery takes place: basic essentials like food and clothing. Then he finds out that she has income, a steady, reliable source, and she's just stealing to "Get back at the man" or in this case, "to fight against Capitalism." Since she's not stealing to survive, her actions warrant the Ban Hammer. As for Mall Security having the authority to ban patrons from a place of business such as the entire mall itself, in this case he does. While he doesn't run the day to day operations of the mall, he *IS* responsible for providing the shops that operate within the Mall security from thieves like Brooke, and one option that has clearly been granted to this particular mall security operation is the authority to place bans on offenders. :D Yes, I think about these sorts of things.
