It's not told in the anime but in the light novel I think it was Geese that explains it - there are several of these monuments all around the different continents and they are magical stones, enchanted to display the names/titles of the seven strongest people of the world. They are insaaaaaaaaanely old stones. The people currently on the tablet are for the most part not known by their name by the common populace and just known by their title - which is why the stones only display their title. It's somewhat easy to guess who some of them are (when it comes to the strongest swordsmen of their respective school for example - they are the leaders of their respective sword schools) but others, like the Dragon God or Technique God are less obvious unless you actually know who they are. Like Geese said, people aren't even sure if some of them are even alive anymore. Also, it's less about "the strongest fighter" but more literally - the stones display the literally seven strongest living beings in the world. No matter if they are fighters or not.
