Let’s just get time travel stuff first, there are currently two ways to time travel as they mention in this episode which is D-Mails and the Time leap Machine. D-mails are able to “change” the worldline but not change the current time. So when okabe sends a dmail, he is at the same exact time but in a different “world”, hence why he can’t remember what happened in the past. The time leap machine he uses in this episode sends ur memories back in time but in the same “world”. The safest it can jump is 48 hours into the past, any further and the brain differs too much and might not be compatible. Then the matter with police stations. I believe that in Japan regular civilians are not allowed to carry firearms, only police and such. And then SERN just carelessly shooting in the streets and stuff should lead you to believe that most likely the police station is bought out. Lastly why Okabe isn’t telling anyone anything. First is just time leaping instantly. If you were to go back to 3-4 hours from now how much stuff are you able to remember. The brain constantly forgets smaller details and Okabe is panicking which isn’t helping. Okabe is also the leader of the lab, and while all the labs mems give him shit for being a chuni, he has leadership qualities that EVERYONE recognizes. Okabe quite literally brought everyone into this mess and he is responsible for what happens, if you remember he was worried about Makise a couple eps back for wanting to go deeper into this hole. Lastly the strongest bond is between Mayuri and Okabe. She’s was really depressed when her grandmother died and Okabe was basically healing her by being a Chunibyou, the mad scientist he saw on tv
