The thing that annoys me is that the anime doesn't really explain how he got that slime. Basically, he discovered that slime from dead slimes has like a 99 percent magical conductivity. Much higher than even legendary metals like mithril. Which have like a 50 percent magic conductivity by comparison. He taught Shadow Garden how to use slimes just like how he does. So it's not a power. It's a material/tool that he teaches them how to use. Cid has no unique "powers". He just obsessively trained his magic control, magic density, his body, and his sword skill. To the point where nobody can even come close.

She takes into account things like the temperature, her movements, the effects of gravity and momentum and consciously moves them in a way that makes them seem like really bouncy boobs. She's doing this almost 100 percent of her day. Because of this obsession, she's second only to Shadow when it comes to controlling magic. That's why she's "Epsilon the Precise". She's also the only other one besides Shadow and Alpha that has the power to reverse "Possession" and the reason that Shadow Garden has so many members. She and Alpha were the ones adding onto the ranks by curing possessed girls. And it's all thanks to her wanting to pad her chest with slime. lol Of course, Cid could tell at a glance. Which is why he said: "Epsilon is a very proud woman. I can tell by the amount of slime she's piled onto herself". Though, I have to say. While I am impressed at her dedication, I disappointed she doesn't realize that her actual appeal is beneath all that slime. Flat is justice and perfection. And she's always hiding it. :(

He was saying that she's showering him with affection and praise and trying to make him feel something, which would distract him from his Eminence in Shadow goals, which is against his "religion". At least that's how I interpreted it.
