He has his reason's to hate heroes and fights them, without killing actually, more like he wants to prove that monsters can defeat heroes, but visioning himself as a monster. But he is like a solo guy, it doesn't fit himself together with actual monsters or share their reasons, and to be their lackeys, or one of them. But I don't think Garou understands what to be a monster actually, cause he still has humanity in him like doesn't usually kill his opponents and doesn't hurt children or most of the civilians.
