The wind chime has a clapper in the middle surrounded by a glass bell. The clapper rattles around inside the bell and creates the chiming sound when it hits the outer bell. The guy is saying that Sakura is the clapper and the rest of Bofurin are the glass bell. When Sakura is surrounded by his friends he makes a lot of noise, but when the bell is broken (i.e. when Sakura stands alone) he falls silent. You probably don't even remember asking about this as it was back in June, but there's the answer anyway, for what it's worth now.
