I think he's exactly right in terms of short term periods. The size of the basis on the futures (which people use the level of contango as a measurement of) is like the edge on a slot machine. Compared to the daily variance of VXX or UVXY, that basis is a meaningless. However when compounded over years and years, the basis causes VXX and UVXY to die.
