As is, it'd be best to leave it for now and come back later for another one in the area if he wants one around there. Though I'd prefer if he used the sonic screwdriver to create his own place under the city where no one would find him. If you're going to go semi crazy mildly evil scientist, it's always best to have a nice underground lair that no one knows about. Could even create secret entrances to it all over the place that no one can get into without the screwdriver. Preferably built between the badlands and the city with access to both. Then he has an easy escape route if he ever needs one regardless of where he's at.

And in general, I find it interesting to have it Different from other fan fictions. Although eventually he will have to own that place. Because it's owned by the company that allows them to stay there.
