It's likely pixiv doing some further posturing to the CC companies that they're "regulating" certain content (when in reality there's no way they actually want that big of a chunk of artists off their platform). So they have to play along even if ultimately it seems like every artist is still being allowed to quietly do their thing, though certain tags, titles, or images can't be shown right away.
