Matt, I think one thing you don't fully grasp is how much sheep were a part of the culture. In a middle-eastern agrarian society, sheep would have been everywhere and people would understand the different references to them. I don't think the Biblical writers were stretching to use sheep as a perfect example of the people, rather they used something that was all around and that people would understand. When we talk about "herding cats" everyone understands because we know cats. The same with Palestine and sheep.
