For atv you need to use either Xcode, Apple Configurator, or maybe iTunes/music app. https://tudip.com/blog-post/how-to-install-build-for-testing-in-appletv-without-using-testflight-app-store/ You don’t need to sign the app, it’s just how you copy to atv without a browser. Apple Configurator is probably the easiest.
