DEV is the development version, without careers, but currently has several features of the upcoming diplomacy rework: Casus Belli, war fronts, fatigues and scores, rewritting of how AI declares wars. Much more will come!
Alternatively, if you use Discord, they can be found under exclusive-downloads in the server.
