Yes bikes are used for crowd control and yes the training is pretty standard.

But if you kill someone - paid leave and a gift basket with a pat on the back from your superior officer. Not putting it past the police to beat someone to death in order to cover their tracks. It's definitely not the worst they've done, despite how bad this already is.
