the articles reported it wrongly actually. he was dressed up as a serial killer from a very popular anime 'jojo's bizarre adventures. it wasn't the joker. the character was an actual serial killer in fact and he was mimicking it!

I vaguely remember from a psychology class that one does messed up stuff because that makes them feel satisfied, like maybe they kill someone sheerly because that alone satisfies them. If other people don’t know about it they’re okay with that. The other (I think sociopaths) does the messed up stuff for reactions, their satisfaction comes from fucking with people. That would include the serial killers who tip off cops about their crimes, like playing a game.
