I think it's a frivolous use of internal affairs to pursue any type of punishment for the sergeant involved. The video is clearly seen as a light hearted joke and if anything it makes the police department look more approachable. I feel that in this climate with police in the country it shows a blatant lack of self awareness on behalf of the police department that these are the internal affairs that are taking priority within their own perception. If anything, punishing Sergeant Chan shows bias on behalf of the police force stereotyping Asian officers for using lethal martial arts combat. Anyone who is offended by this video probably doesn't fully understand the context of Mortal Kombat.
