I think Joe is confusing Inner Mongolia with Mongolia. Outer Mongolia is its sovereign nation, and China can't fully grasp economic control because it's a buffer zone between Russia and China. Mongolia uses the Cyrillic alphabet and whole different culture and lifestyle. Whereas Inner Mongolia has been part of China since the Qing dynasty, and ethnic Mongols are almost nonexistent as they have assimilated more into Han Chinese culture.
