The groupings don't mean anything at this point. He's making his final individual evaluation of the last few he wasn't sure about. I think he'd already decided on the ones he definitely wanted, so the competition here is for the last couple of spots although the girls didn't know that. In fact the more I watch this the more I think episode 10 was a competition for a single remaining spot.
