They where always dressed like that. The hive of the forest fairies was always pretty isolated from the rest of the people of the island. Their only purpose was collect nectar from flowers and since they were not under the shadow of Stallos and the government, revealing dresses doesn't have any extra meaning for them.

Unless the method used was able to clone the genetics EXACTLY the same with each iteration, which with random mutations that occur during a lifetime is doubtful, their DNA is no longer close enough to be blood relatives, even if they once were.
