Police rarely disclose these kinds of investigations publicly unless they need public info on certain aspects. This is because if they announce that they are investigating a serial killer, then the serial killer will be more careful and/or change their MO in order to avoid capture, thus putting more future victims at risk. My bet is that the Baltimore PD are well aware of an active serial killer and are actively investigating these murders behind the scenes, but are publicly acting as if they don’t suspect a thing.
