2022-08-26 22:18:16 +0000 UTCYes the 13 lives part is canon but in the classic series they called it 12 regeneration's and would take many opportunities to remind you of this fact, many fans however chose to ignore the part about him being half human and decided it's not canon. The whole part about the master stealing the doctor's regeneration's is very much part of the master as he was on his last body midway through the classic series and even stoll and alien body just to keep himself alive longer and his whole reason for being in the show became about extending his lifespan. Also the kiss at the end may have seemed nice and not out of place with current doctor who but it was hated at the time because fans didn't like the idea of the doctor being romantically involved with his companion, that's why in new doctor who if the doctor kisses his companion there's always another reason for it that's not romantic like taking the time vortex from rose or imprinting his DNA onto Martha.

Yeah the amount of regenerations per Time Lord is established canon that follows over. Like most shows, stuff to unfold. So this starts with 7 who was the last Dr of the classic series. (He played Radagast the Brown of LOTR as well.) So 8 was planned for this attempted revival. Making Eccleston 9 Tennant 10.
