Tier 3 can vote in anything Tier 2 can vote in, even though your Tier 3 vote counts as more. Your Tier 2 vote will not count more than anyone else's Tier 2 vote. That's why there are separate polls for T3 and T2. This is fascinating, watching the variety kick in now that more are voting.
