Agree with Cappo Zutti, I think top 3 should be winners, and then from the remaining ones (not just top 9, but all suggestions added before deadline) 2 would be added by the wheel. That way the favorite ones would be done and the 2 randoms would guarantee some potential diversity for less popular characters/actions.
