I think the reason ishtar isnt blonde is that when she was summoned in absolute demonic front Babylonia ishtars soul was mixed with rin. Or something like that. The recent anime tried to explain it...

2021-08-05 04:13:13 +0000 UTCMY problem with FGO is that in Mythology, Ishtar is Blonde in Mesopotamia and is the basis for the appearance of Aphrodite and Venus. And I enjoyed the legend of Erishgigal, and Nurgal. Since they are both based on Rin-tsun (/dodge) I just swap their names to match the appropriate legends hair colour.
