I'll probably be updating tomorrow to T.U.5... today I'm still working on a custom request, and as soon as I finish this model I'm working on, I'll update and upload Bootpack LITE T.U.5.

It's probably because the FIFER Database is not updated for the new T.U. and it must not be unlocking some Ids that EA added... but all the boots are there, try using some other Unlock mod, one that is up to date, that you will certainly be able to access the boots in the edition menu.
