I've been running these encounters for a few sessions now and am I missing something about the Tracks percent, i.e. are those meant to be opt-out encounters for the party? Whenever my party has encountered a tracks encounter, they've made sure not to follow them, so roughly 30-40% of my triggered Procedural encounters are non-encounters (at least for the party right now at this lower level).
