It's interesting how the 5th edition tried to transform FR lore from the encyclopedic style to more of the "fill-out-the-blanks-it's-your-world-after-all" style, but it failed to do so by introducing these sorts of errors. I'm currently running a campaign in FR and I'm baffled how much of the published lore is unusable at the table - contradictory statements, lack of clear definitions, weak scenario ideas etc. My latest source of confusion was about the first chapter of the Hoard of the Dragon Queen. We have a town of Greenest which is ruled by a person named governor Nighthill. Since he is a governor then I would assume he must be serving under someone... But who? Berdusk is the closest city, so I would assume that's the one, but there is nothing there in the adventure (or Sword Coast Adventurer's Guide). Why does it matter? The city was attacked by the Cult of the Dragon, so someone should be informed. The players can think about this idea... But then I remembered that 5e published adventures are railroads, so it doesn't really matter. He is a governor, because governor sounds cool. The end of story. It's super sad to see :/
