What if the motivation supplied by Zodge or Tarina or someone else was a clue “i saw Thavius Kreeg go there / working with Vans / Mortlock is the weak link to get to him”? Something in that vein might work. What the hell is Kreeg doing here, seems like a good step in the mystery, and it gives the PCs more agency in the investigation.
