I'll introduce a new character in 0.9. She will be a journalist for Elita Magazine
You'll meet her the first time if you'll make the Tatianna shooting (Adele gave you this task if your stats "pro" was high enough) If ou doesn't get this task you'll just meet her at Elita or in other location in the next releases.
