For Those Who Came In Late:
During the recent war in the underworld, the various criminal factions of Iron Harbor fell to the power of Doctor Hypnos, who managed to mesmerize the two most powerful heroes in the city to his side: Blue Bolt and Shockwave.
That, combined with his control over the police, made Hypnos invincible. Since then he's been working on a means to bring the entire population to it's knees as his mind-controlled minions. And he's close to pulling it off.
Now, 'Bolt's best friend Black Tiger tries a desperate gambit to free his buddy from mental control and deal with both Hypnos and his minion Scarra once and for all. Freeing the body-controlling villain Kinetic from prison, he now pins his hopes on this last move.
