Niko Morolli -- the highest ranked and most powerful Mafia figure in Iron Harbor. He became head of the Morolli Family in 1976, when his father Armando was murdered by “Red Jack” Scarra. He steered the family into a violent series of direct confrontations with the other families, gradually bringing them all into line under him. He kept relative peace among the various underworld factions for decades until he was shot in 2013 by the maniacal ‘hero’ Night Scythe. His recovery was long and hard, and the Family business fell on the shoulders of his sons. Other factions saw their chance, and the Iron Harbor underworld fragmented once more. Niko has spent much of his time and energy since then trying to get things back under his control, but it seems too little, too late for the once great ‘Lion of Midtown’.
Benjamin “Benji the Butcher” Volkov – Bratva crime lord, head of the most powerful Russian gang in the city. Volkov’s father was a strong ally of Morolli, and Benjamin supposedly is as well, but he’s reassessing that idea as he watches power slip from Morolli’s fingers. Volkov runs the smuggling operations in and out of the East Side waterfront area, a prime money-maker for the Morolli family. He also runs a lucrative human trafficking operation on the side. Volkov sees Morolli’s refusal to use superhuman assets in his organization as a fatal weakness; he embraces such measures and has made a secret alliance with the supervillain Stormlord.
The Night Angels have been a criminal motorcycle gang for over 20 years, and they control a great deal of drug territory in the northern industrial areas. They have been a Morolli asset since the Niko killed their former leaders in a brutal bare-knuckles boxing match.
