The Eagle started out alone, in a much weirder (and feathery) costume, then changed to a more conventional tights and tunic. When he Took on Buddy, though, he suddenly started going shirtless.
As usual in GA comics, Buddy simply shows in a panel, helps The Eagle, and is invited to a life of adventure. His 'costume' for the first few issues is simply a normal kid in shorts and a tank top.
With the entry of America into WW2, The Eagle and Buddy get patriotic makeovers, and Buddy finally gets a mask. The Eagle never shares his flying solution with the kid, though, necessitating Buddy hang around his neck like a second cape :)
Not to be confused with Nedor's The American Eagle and his kid companion, The Eaglet.
