Who Are They?

I thought maybe the dark dude could be a grown-up SuperTeen, but that leaves hot ROTC babe as... who? And I'm not sold on the dark guy being that. Maybe best friends, both get super powers, but one has the power of mind control.. and decides to act on some hidden desires? But their names and costumes. Hmmm.
So, help me out! Make suggestions :)
