They should instead search for other ways too secure theyr traderoutes. The countess is the person with the highest authority. She is the only one who can make final decisions or those with heavy consequences. Otherwise they could or would work against her, (in this case they would give their enemy-duchy legitimacy in the council to act against them to protect that house). Which means they can not escalate the situation, but they can react to an escalation from that house. Because that gives their reactions legitimacy for the council.
