What they're planning to do will take some time, and they need these soldiers incapacitated, defenseless and silent as long as possible.
The guy again wasted to time or duct tape wrapping it over and over and over around his mouth. The soldier moaned to complain, but his complaint was reduced more and more to an intangible muffle as more tape was added.
